"Term limits and the changed political environment have created a whole new dynamic in the Capitol. The days when lobbyists could succeed by glad-handing are long gone. Today, successful advocacy requires in-depth knowledge of the process, thorough grounding in your issues and, above all, credibility with elected officials and staff"

FRED TAUGHER

Fred has over 40 years of experience in the political arena. One of a handful of bright young professionals brought to Sacramento in the 1960s by the legendary Speaker Jesse Unruh, Fred’s early political acumen was honed on the inside of state government – first as an administrative assistant to Unruh, and later as the State Assembly’s Chief Administrative Officer under Speakers Bob Moretti and Leo McCarthy. During those years he also managed numerous legislative campaigns. Additionally, he was the Deputy Manager of Jesse Unruh’s campaign for Governor and was Southern California Campaign Manager for George McGovern’s campaign for the Presidency. Later, he experienced politics from the perspective of lobbyist as an associate in what was then Sacramento’s largest lobbying firm.
Today, Fred is recognized as one of Sacramento’s most respected, influential lobbyists, with an enviable track record of success on behalf of a diverse roster of clients. With knowledge accumulated and relationships forged over a 40-year career in California politics, Fred continues to be one of most progressive, effective lobbyists in Sacramento – providing PPA clients with a rare combination of historical experience and forward thinking.
In 1982, Fred founded Public Policy Advocates, where he has consistently been at the forefront of many of the Legislature’s most critical and controversial issues, including consumer disclosures, AIDS testing, bank ownership, energy production, health care, workers compensation and taxation.
Fred received a degree in English from Loyola Marymount University and is also a graduate of the prestigious Public Affairs Internship conducted by the Coro Foundation.
