RALPH HEIM
Ralph has been a governmental relations professional since 1972, continually bringing success to the clients he serves. Ralph became a contract lobbyist in 1983 after serving as manager of the Sacramento-based West Coast Governmental Affairs offices of two of the nation’s leading forest products companies.
Ralph’s work ethic and extensive experience in the private sector and as a contract lobbyist has given him the reputation as a credible and knowledgeable lobbyist. Given his expertise on numerous issues, he is frequently called upon by legislative staff, legislators and other lobbyists as a credible and knowledgeable source to provide comprehensive information on legislative issues within his area of expertise.
In addition to being recognized as a leading expert on issues relating to special districts, Ralph also specializes in environmental, regulatory and corporate taxation issues. Through his many years of representing numerous special district associations, Ralph has an intimate knowledge of all facets of the services provided by special districts and played a key advisory role in the “modernization” of the laws relating to fire, parks, mosquito, cemetery, and community services districts.
Ralph received his bachelor’s and master’s degrees, with honors, in Political Science from California State University, Sacramento. For his academic achievements, Ralph was elected to Pi Sigma Alpha, The National Political Science Honor Society.
